Irving, Texas - Irving Police arrested 55-year-old Leon Collins Jr. on November 22nd following reports of indecent exposure at the Walmart located at 1635 Market Place Blvd.
At 8:48 p.m., officers responded to the store for a report that a male suspect, described as a Black male wearing a black hat, blue shirt, and blue jean shorts, was exposing his penis and masturbating in view of shoppers.
Upon arrival, officers spoke with a store Loss Prevention employee, who was identified as a victim in the police report. The employee showed officers video footage of the suspect exposing and stroking himself to various shoppers. The employee stated that when she confronted the suspect, he exposed his penis to her several times, maintaining eye contact as he stroked it.
Officers located and identified the suspect as Leon Collins Jr. A background check revealed two outstanding warrants: a probation violation warrant out of Dallas County and an Indecent Exposure warrant out of Tarrant County.
When officers attempted to make an arrest for the outstanding warrants, Collins attempted to flee by sprinting down an aisle inside the store. Officers pursued and apprehended him, guiding him to the ground. Collins then began to resist arrest, attempting multiple times to roll onto his back and push up off the ground while officers restrained him. He also refused to place his hands behind his back and attempted to put them under his body, which created an officer safety concern as he had not been searched for weapons.
Collins was eventually tased, became compliant, and was taken into custody.
He is charged with Indecent Exposure with Previous Conviction, Evading Arrest, and Resisting Arrest. Collins was initially taken to the Irving Jail and later transferred to the Dallas County Jail where he remains in custody due to the Parole Violation warrant.
Collins has prior felony convictions, including a 2016 conviction and 3-year sentence for Burglary of a Building and Evading Arrest with a Vehicle, and a 2009 conviction and 10-year sentence for Burglary of Habitation.
