Former Dallas City Marshal Officer Found Guilty of Tampering with Governmental Records

Former Dallas City Marshal Officer Charles Ibarra has been found guilty of tampering with governmental records in a case stemming from an incident at the Kay Bailey Hutchinson Convention Center. The incident occurred on February 17, 2021, when the convention center was serving as a shelter during an ice storm.

Ibarra's conviction stems from an altercation that took place when he confronted an individual in a women's restroom who was suspected of smoking. According to reports, Ibarra allegedly slammed the individual to the ground before arresting them for disorderly conduct and resisting arrest.

Following the incident, an anonymous tip led to an investigation revealing that Ibarra failed to include body camera footage in his report and was accused of using excessive force during the arrest. As a result, Ibarra was indicted for tampering with governmental records, a state jail felony.

On Friday, March 1, 2024, a jury returned a guilty verdict for the misdemeanor charge of tampering with governmental records. Ibarra was sentenced to nine months of probation, with anger management as a condition of his probationary sentence.

The case was led by lead prosecutor Scott Wells and second chair London Daniels, with DA investigator Kevin Feinglas assisting in the investigation.
