Irving Man Arrested for Failing to Comply with Sex Offender Registration

IRVING, Texas — A man required to register as a sex offender was arrested Friday night after authorities executed a warrant at an apartment complex near downtown Irving.

On March 13, 2026, Irving police officers, working with the Dallas County Sheriff’s Office and the Dallas City Marshal’s Office, executed an arrest warrant at the Royal Oaks Apartments in the 500 block of Haley Street.

As a result of the operation, 44-year-old Frank Tomas Duran was taken into custody without incident.

Duran was wanted on a felony charge of Failure to Comply with Sex Offender Registration Duty, as well as a Class C misdemeanor charge for Possession of an Open Container of Alcohol in a Motor Vehicle.

Authorities said Duran is required to register as a sex offender following a July 23, 2024 conviction for Indecency with a Child by Conduct. The case involved a 5-year-old girl, and the investigation was handled by the Irving Police Department after the victim and her mother made the initial outcry. The Irving Family Advocacy Center assisted during the case.

Court records show Duran entered a guilty plea as part of an agreement with the Dallas County Criminal District Attorney’s Office. He was sentenced to two years in prison, with 259 days of jail credit after being in custody since his arrest in November 2023.

As part of his sentence, Duran is required to register as a sex offender for life, updating his registration annually and whenever he changes residences.

According to state records, Duran last completed a registration on October 28, 2025, shortly after his release from the Texas Department of Criminal Justice in Huntsville. After his release, he later moved into the Irving apartment but failed to update his registration as required, leading to the warrant for his arrest.

Duran was taken into custody and booked into the Irving Jail.
