68-year-old Irving Man Sentenced to 25 Years for Continuous Child Abuse

DALLAS, TX — A 68-year-old Irving man has been sentenced to 25 years in state prison following a plea agreement reached just days before his case was scheduled to go before a Dallas County jury.

Douglas Allen Frakes pleaded guilty in the 291st Judicial District Court to two felony counts of Continuous Sexual Abuse of a Child. Because of the severe nature of the charges under Texas law, the 25-year sentence represents the absolute statutory minimum and must be served day-for-day with no eligibility for early release or parole.

Arrest in North Irving

The case began on October 15, 2024, when Irving Police Department officers executed an arrest warrant at Frakes’s residence in the 200 block of E. Northgate Drive in North Irving.

As the investigation developed, prosecutors with the Dallas County District Attorney's Office secured a specialized court order to release confidential records from the Texas Department of Family and Protective Services (DFPS) to assist in building the state's case. While specific details regarding the survivor remain strictly classified to protect their identity, court documents confirm the victim was a child under 14 years of age at the time of the abuse.

Last-Minute Plea Deal Avoids Trial

Frakes’s case was fast-tracked toward a formal jury trial scheduled for May 11. However, as the trial date approached, prosecutor Juan Camilo Sandoval finalized a definitive plea agreement with Frakes's defense counsel. Frakes waived his right to a trial and entered a formal guilty plea directly to the bench.

Presiding Judge Stephanie Huff accepted the plea and handed down the 25-year term of confinement in the Texas Department of Criminal Justice (TDCJ).

Permanent Accountability

The statutory structure for continuous child abuse in Texas guarantees that Frakes will not be eligible for early release or standard parole tracks. Court officials noted during the proceedings that given Frakes's current age of 68, the 25-year strict sentence effectively amounts to a life term behind bars.

Should he survive the duration of his confinement, Frakes will be legally required to register as a high-risk sex offender for the remainder of his life.
