An undercover human trafficking investigation by the Irving Police Department Vice Unit led to the arrest of a man accused of soliciting prostitution at a local hotel earlier this month.
On February 10, 2026, an Irving police investigator working undercover posted an online advertisement on a website commonly used to arrange sexual services in exchange for money. The investigator posed as an adult female and provided a contact phone number as part of an ongoing effort to combat human trafficking.
Police said the investigator received a text message from an individual asking about availability and later requesting specific sexual acts. During a series of text exchanges, the individual allegedly described the services he wanted and agreed to pay $120. The undercover officer then directed the individual to the Red Roof Inn located at 4110 W. Airport Freeway.
During the conversation, the suspect sent a selfie-style photo of himself to the undercover officer. At approximately 5:03 p.m., the individual texted that he had arrived at the hotel.
Officers conducting surveillance observed a Toyota Tundra arrive and park at the location. The suspect was provided a room number and shortly afterward texted that he was outside the assigned room.
Investigators observed a man matching the previously sent photo at the hotel. The individual, identified as 37-year-old James Allen Noel of Arlington, was immediately taken into custody and charged with Solicitation of Prostitution.
Police confirmed the phone used to communicate with the undercover officer began ringing when officers called the number after Noel’s arrest. Authorities also recovered $120 in exact cash from Noel’s person, consistent with the agreed-upon price discussed in the messages.
According to police, Noel was previously arrested for solicitation of prostitution in Fort Worth in 2025. He has since bonded out of jail.
