Carrollton Approves Zoning Change That Will Bring H-E-B Store to the City

CARROLLTON, Texas - Carrollton is set to welcome its first H-E-B grocery store after City Council approved a zoning change Tuesday for a 17.2-acre tract at the northeast corner of Parker Road and Josey Lane.

The 120,000-square-foot store will feature a full lineup of H-E-B staples, including a bakery, seafood counter, meat market, produce section, housewares, and seasonal plants. The location will also include a gas station, car wash, pharmacy, and restaurant, with the latter two offering drive-thru service. Customers will have access to covered grocery pick-up and more than 600 parking spaces.

“We are so proud that H-E-B, a Texas institution, has chosen the City of Carrollton for one of its newest locations,” Mayor Steve Babick said. “This venture is the culmination of years of hard work across the region and shines a light on Carrollton as our community continues to set itself apart as an example of investment and development opportunity.”

H-E-B’s managing director of public affairs, Mabrie Jackson, said the company is excited to serve Carrollton and nearby communities, though a construction timeline has not yet been finalized.

H-E-B has steadily expanded in North Texas since opening its first store in Frisco in 2022, and the grocery chain has been a Texas staple for more than 120 years.

The Carrollton Planning and Zoning Commission recommended approval of the rezoning last December, which allows for retail space, a gas station, and a car wash. A traffic impact study was also reviewed and approved by the city’s Transportation Engineering Division.

With the ordinance now approved, Carrollton residents can look forward to a full-service H-E-B in their city in the coming years.
