An Irving Police officer's traffic stop for a violation on Sunday night, June 15, unexpectedly led to the arrest of a convicted child sex offender with an active warrant for failing to comply with sex offender registration requirements.
The incident began when an officer pulled over a vehicle and, upon approaching it, observed an open alcoholic container. After conducting tests, the officer arrested the driver, 24-year-old Pedro Medina of Dallas, for Driving While Intoxicated (DWI), which was later confirmed by a blood test. A firearm was also discovered during a search of the vehicle, leading to an additional charge of Unlawfully Carrying a Weapon against Pedro Medina.
The passenger in the vehicle was identified as Luiz Alberto Medina-Leon, 25, Pedro Medina's brother. A check of the National Crime Information Center (NCIC) revealed an open warrant from Dallas County for Medina-Leon for Failing to Comply with Sex Offender Registration requirements.
Further investigation into Medina-Leon's background revealed a conviction on June 16, 2021, for Indecency with a Child by Contact, involving a 13-year-old girl. According to court records, on July 10, 2020, Medina-Leon approached the girl at an apartment complex in the 3000 block of E. Ledbetter Dr. in Dallas, offering her money for sexual favors through hand gestures, since he did not speak English. The girl, scared, attempted to seek help from a neighbor, but Medina-Leon reportedly followed her. She tried to get into her apartment and that's when he grabbed her, forced her into the apartment, and sexually assaulted her. During the assault, she managed to free herself, grabbed a knife from the kitchen to defend herself. Medina-Leon then threw a $5 bill at her before fleeing. The girl called police, and Medina-Leon was located and arrested based on her description, initially charged with Aggravated Sexual Assault of a Child.
He was initially sentenced to six years of probation for that incident. As part of the sentence, he is required to register as a sex offender annually for the rest of his life. Later, his probation was revoked following another incident for a similar crime. This time, he was given a three-year prison sentence on July 28, 2022. Medina-Leon was released early in April 2025. He is now back in custody due to the outstanding warrant.
