A large-scale, month-long enforcement effort conducted in April 2025, dubbed "Operation Soteria Shield," has successfully rescued 109 children from online sexual exploitation and led to the arrest of 244 offenders. This collaborative initiative was jointly managed by the FBI Dallas Division, Dallas Police Department, Plano Police Department, Wylie Police Department, and Garland Police Department, and operated in conjunction with the National Internet Crimes Against Children (ICAC) Task Force.
More than 70 Texas law enforcement agencies united their efforts throughout April to combat the digital exploitation of children. Highly skilled computer crimes investigators worked around the clock, leveraging their expertise to identify victims and apprehend individuals involved in the production, distribution, and possession of child sexual abuse material.
In addition to the significant number of arrests and rescues, investigators seized extensive volumes of digital evidence, including terabytes of illicit data stored on electronic devices used in these crimes. These devices are currently undergoing forensic analysis, a process that may lead to further arrests and the identification of additional victims.
FBI Dallas Special Agent in Charge R. Joseph Rothrock highlighted the common goal of the operation: "Operation Soteria Shield brought together over 70 agencies from across the state of Texas... We had a common goal, which was to rescue children from abuse and exploitation. This was not an easy operation, but a necessary one. The FBI and our law enforcement partners will continue to protect the children in our communities, and we will hold child predators accountable for their crimes.”
Dallas Police Chief Daniel C. Comeaux praised the "massive team effort" and "powerful reminder of what we can accomplish when we unite around one clear mission: protecting our kids and holding offenders accountable." Plano Police Chief Ed Drain emphasized that the operation sent "a clear message: those who seek to harm our children online will be found and brought to justice." Wylie Police Chief Anthony Henderson underscored the "unwavering dedication in the battle against online child exploitation," while Garland Police Chief Jeff Bryan stated, "Operation Soteria Shield was more than an enforcement effort; it was a mission to rescue, protect, and restore hope.”
Operation Soteria Shield is cited as a powerful example of effective coordinated, interagency cooperation, demonstrating the shared commitment of Texas law enforcement professionals to pursue those who prey on children and support survivors. The participating agencies extended their gratitude to the National Center for Missing & Exploited Children (NCMEC) for their vital intelligence and case coordination, which proved instrumental to the operation's success.
