Irving ISD Announces School Closures and Rezoning Plans to Address Enrollment Decline

At its December 18, 2023, meeting, the Irving ISD Board of Trustees approved significant measures to rebalance enrollment, address declining student numbers, and avoid a potential budget shortfall. These changes will impact multiple campuses and take effect over the next two school years.

Starting in the 2024-2025 school year, Britain Elementary School and Elliott Elementary School will be closed. Students zoned for Britain will be reassigned to Schulze, John Haley, and Townley Elementary Schools, with boundary adjustments for John Haley and Lively Elementary Schools to accommodate increased enrollment. Students from Elliott will be rezoned to Stipes Elementary, while some Stipes students will be moved to Brown Elementary to ensure balanced enrollment.

For the 2025-2026 school year, de Zavala Middle School will transition into a "School of Opportunity," allowing students to apply for admission in a model similar to the district’s high school choice programs. While de Zavala Middle School will not close, students currently zoned for it will be reassigned to nearby middle schools. Additionally, rezoning proposals will adjust boundaries for Johnson, Crockett, Lamar, and Bowie Middle Schools to better align with high school feeder patterns.

The decision follows months of discussions, public hearings, and community input. A motion to explore boundary adjustments was introduced at the September 18, 2023, Board meeting, with recommendations finalized during the October 23 meeting. Town Hall meetings were held to engage stakeholders from the affected campuses.

Irving ISD emphasized that these measures aim to enhance academic opportunities while ensuring fiscal responsibility. A dedicated Boundary Changes webpage has been launched to provide presentations, maps, a timeline, FAQs, and additional resources for the community.
