Denton Doctor Arrested on Indecent Assault Charges Following Joint Investigation

Texas Attorney General Ken Paxton, in collaboration with the Denton Police Department, has apprehended a Denton-based doctor following a joint investigation that revealed four counts of Indecent Assault.

Dr. Ikenna Adugba, 64, was reported by a woman in May 2023 for allegedly inappropriately touching her during a medical appointment at First Care Medical Center in Denton. Given Adugba's status as a Medicaid provider and physician, the Texas Office of the Attorney General’s Medicaid Fraud Control Unit joined the investigation after Denton Police detectives reached out. Subsequent inquiries uncovered three additional female patients who reported similar assaults by Adugba in 2022 and 2023. Adugba was arrested on Tuesday without any altercation.

Originally trained in Nigeria in 1982, Adugba has been under scrutiny by the Texas Medical Board for multiple infractions over the years, including fines, ethics courses, remedial training, and external monitoring for failing to meet professional standards. Despite these disciplinary actions, he continued to practice medicine in Texas.

Since 2021, the Medicaid Fraud Control Unit has recovered over $612 million in settlements, judgments, and restitution for Texas taxpayers. Medicaid expenditure in Texas amounts to $56 billion annually, with an estimated 10% attributed to fraudulent activities.

The MFCU's operations are significantly supported by a grant from the U.S. Department of Health and Human Services, totaling $20,944,200 for fiscal year 2023, with the State of Texas contributing $6,981,395, constituting 25% of the funding. Over the past three years, the OAG’s MFCU has generated more than $49 for taxpayers for every dollar of state funding.
