EPA Announces $359 Million Investment in Texas Water Infrastructure Upgrades

The U.S. Environmental Protection Agency (EPA) has announced a substantial investment of $358,980,000 for Texas as part of President Biden’s Investing in America agenda. This funding aims to facilitate upgrades in both drinking water and clean water infrastructure across the state, addressing critical needs and enhancing public health safeguards. The allocation forms a portion of the historic $50 billion investment in water infrastructure upgrades outlined in President Biden’s Bipartisan Infrastructure Law.

EPA Administrator Michael S. Regan emphasized the transformative impact of these funds, stating, “President Biden’s Investing in America agenda continues to transform communities for the better with this latest infusion of funds for critical water infrastructure projects.” Regional Administrator Dr. Earthea Nance highlighted the significance of prioritizing underfunded areas most in need of such investments.

Aging infrastructure poses challenges for communities nationwide, with many facing issues such as deteriorating pipes, outdated wastewater treatment plants, and inadequate stormwater infrastructure. The funding for Texas is part of a broader $5.8 billion investment through the Clean Water and Drinking Water State Revolving Funds, aimed at addressing these challenges. This investment will provide low-interest loans to states, with $2.6 billion allocated to wastewater and stormwater infrastructure and $3.2 billion to drinking water infrastructure nationwide.

Since 2022, the Bipartisan Infrastructure Law has injected a total of $1,348,892,000 into water infrastructure projects in Texas alone. Examples include investments in programs like the Coastal Bend & Galveston Bay National Estuary Programs, which received funding to assist disadvantaged communities by restoring and maintaining estuaries.

The Drinking Water State Revolving Funds and Clean Water State Revolving Funds have been foundational in water infrastructure investments for over 30 years, offering low-cost financing for local projects across the country. These programs play a crucial role in improving water quality and public health while ensuring sustainable benefits through revolving loan structures.

The announcement underscores the Biden administration's commitment to addressing water infrastructure challenges and ensuring access to safe and reliable water resources for all communities across the United States.
