IRVING, Texas – Irving Police officers arrested an 18-year-old man Sunday afternoon on a second-degree felony charge of indecency with a child by sexual contact.
Birceo Yair Martinez-Paz was taken into custody on February 8, 2026, and booked into the Irving Jail at 5:21 p.m., according to jail records.
The Irving Police Department would not release further information about the case, citing the need to protect the identity and well-being of the young victim.
Under Texas law (Texas Penal Code § 21.11), indecency with a child by sexual contact involves touching any part of a child's genitals, anus, or breast, or causing a child to touch any part of an adult's genitals, anus, or breast—including through clothing—with the intent to arouse or gratify the sexual desire of any person. The offense is classified as a second-degree felony, punishable by 2 to 20 years in prison and a fine of up to $10,000. He will also be required to register as a sex offender if convicted.
