Man Arrested for Indecent Exposure Outside Irving CVS Pharmacy, Police Say

IRVING, Texas — A man was arrested early Tuesday morning after multiple callers reported indecent exposure in a parking lot near a busy Irving roadway, according to police.

Just after midnight on April 14, 2026, an Irving police officer responded to a call at the CVS in the 2200 block of N. Story Road near Highway 183. Callers reported a man inside a blue sedan parked in a disabled parking space exposing himself.

When the officer arrived, he located the vehicle and made contact with the suspect, identified as 34-year-old Jacoby Mychael Willis. Police said Willis was inside the vehicle with his pants down and exposed, with the car windows open.

Officers noted an unknown substance on his hands and body, and drug paraphernalia was found inside the vehicle.

According to police, Willis acknowledged his actions were inappropriate.

He was taken into custody and booked into the Irving Jail. He is charged with indecent exposure, improper use of a disabled parking space, and possession of drug paraphernalia.

Authorities also determined Willis had five outstanding misdemeanor warrants from Arlington and Carrollton police departments.

Willis resides in a duplex on Bluebird Dr which is a couple of blocks away from Lorenzo De Zavala Middle School.

Court Records show Willis has a prior arrest history for Indecent Exposure.  A Dallas County jury found him not guilty in December, 2024. Before that, in February, 2017, when he was 25 years old, Pantego Police officers arrested Willis also for Indecent Exposure.
